Kits for even more powerful and more practical handheld lasers exist right now. The FDA has recently been forbidding (overtly or via coercion) the import of foreign factory-made models: witness the newly-added notice on a Canadian manufacturer of high-powered handheld lasers:

Basic electrical soldering skill is needed to assemble many of the still-availble portable laser kits.

A strong word of caution, however: lasers used carelessly can be even more dangerous than firearms, as with Class IV lasers, even a momentary reflection can and does cause permanent blindness.
