Serb order to secure corrupt monopoly of violence creates garbage hazard

Anticipating people might not want to turn themselves into a police force that fully half the citizenry sees as corrupt and violent -- and with good reason – the government is now worried that, rather than identify themselves and surrender to officials they fear, and not wanting to be caught and imprisoned for violating disarmament edicts, some may opt to just throw ordnance away.
