And the guy's a lieutenant, with prior lethal force issues in a department where that appears to be part of the culture. He's been getting away with being who and what he is for a very long time, and everyone knew it, but still set the Sardaukar loose on the public.
Not that The Daily Beast will change its mind on the wisdom of sociopaths like this being the "Only Ones" armed... After all, that would result in true egalitarian power sharing, and what is it we know from experience about "progressives"...?
