Even More of Fraud than Before

State officials announced Wednesday that winners who are due to receive more than $600 won't get their money until the state's ongoing budget impasse is resolved. [More]
I'd guess everything from interstate commerce to RICO could be thrown at the crooks who took people's money anyway, if someone wanted to make a federal case out of this.

IMO, by continuing to sell tickets that cannot be redeemed, IL is participating in a 'deceptive trade practice' and state 'officials' should be subject to indictment, arrest, trial, conviction and imprisonment. Each official with authority over this scam should also be held individually liable for civil penalties and criminal RICO action. But I dream, gov't actors are not subject to RICO, while we mere mundanes are.
