Well wouldn't you just know it:
The regulation of guns in Mali is categorised as restrictive ... In Mali, the right to private gun ownership is not guaranteed by law ... In Mali, civilians are not allowed to possess weapons of war ... Applicants for a gun owner’s licence in Mali are required to establish a genuine reason to possess a firearm, for example demonstrating a need for protection ...

Perhaps if the Mali authorities retrospectively issued gun licences to the DEAD victims it would show that they are "doing something" to improve the chances of survival?
