The Chicago PD is about 20% understrength. In the taxpaying districts on the North and Northwest Sides, there might be only three cars to cover twenty beats on the overnight shift. Throw in a political administration that will not back the coppers if anything goes sideways (the first thing the new Superintendent did was give his personal cell phone number to a multiple-felon "community activist"), and you're not gonna get much good policing done. The SSL, whatever its merits, can't be used in that kind of environment. Anyone who tried to use it would most likely be sued, stripped of his police powers, fired, and maybe prosecuted for a civil rights violation.
Right now, only an idiot would do any proactive police work in Chicago.
