How about getting one of those "BOOTS" to lock the front wheel of the illegally parked cop cars. Maybe a stencil that reads NO PARKING and spray paint it on the car windows. Since I am in a wheelchair I am a bit more sensitive to people illegally parking in a Gimp Parking spot.
