He held open the possibility that the placement of drugs in the can was a reenactment of finding a second bag at some point when body cameras weren't rolling, but said that would be "inconsistent with the way that police officers do business." [More]Yeah, sure.
With this line of bull coming from the top, who still thinks it's not systemic?
And why are the co-conspirators still unidentified?

"Planting" evidence is becomming more common every day. Do the cops have to plant evidence on innocent people now because they have no one else to arrest - having taken all criminals off the streets?
Are these cases with cops wanting to have a high number of arrests looking to be promoted? Cahoots with the prosecutors? Some "personal" issue between the suspect and officer?
But The (my Local) LAW, and God, forbid I light a cigarette in an outside public park. I'm Judas. "Sir, you can't smoke in this park." Maybe they'll plant a cigarette on me.
More stories about cops planting evidence are becoming the norm. Makes me wonder if those who do this are trying to have a high number quota of arrests and are trying to climb the promotion ladder as quickly as they can? Or in cahoots with the prosecutor's office? Or just don't want to be subject to having their suspicions and "information" (informant?) proven wrong?
