Congress passes spending bill that includes selling milsurp 1911s through CMP [More]So when do the transfers into private hands start?
I got my M1 Garand back when the program was still run by the Army. I like the rifle, but if I had it to do over would not go through the authorization routine again.

Well the sales won't start until after the president signs the bill into law, or it passes into law without signature.
Right. I was playing off this paragraph from the linked article:
"In 2015, President Obama signed the FY16 spending bill into law, which authorized the Army to send up to 10,000 of their estimated 100,000 surplus 1911s to the CMP during a one-year pilot program, though none were transferred."
