Mader, who is white, didn’t shoot, thinking deadly force wasn’t necessary. In those tense moments, he reasoned that Williams, who was black, was a threat to himself but not to others. But as Mader was attempting to talk Williams down, two more Weirton police officers arrived on the scene. As they did, Williams raised his gun — and was shot and killed by another officer. Besides, that talking a guy down routine only works on cop shows aimed at making us admire how they can do such a dangerous job yet still be so compassionate.

Maybe he knew that if he fired, the needle on the gauge on the melanin meter would have been in the "Guilty" range, like it was for Darren Wilson.
If you want to fire somebody, why not fire somebody in Dispatch for withholding vital information?
The woman called 911 again and told the dispatcher that Williams had a gun but it was not loaded. But Mader did not know that when he arrived at the scene because that information was not radioed to him or to the two other officers who arrived later, said Timothy O’Brien, Mader’s attorney.
So, officer arrives and talks the guy off the ledge without shooting him. Two other gung-ho gangsters arrive to take the guy out - and do.
And they fire who?
Motto: Always use deadly force when something else will do.
