In biology, it's called "Habituation". "Train" us well enough, and when the time comes, we won't know what hit us. Hell, look at how the sheep in Watertown, MA, meekly acquiesced to the street-sweeping, warrantless searches brought on by "exigent circumstances" -- and that was without any habituation at all.
