Ultimately the PSP have no desire or need to obey court orders. They can waste
as much time on frivolous appeals as they wish for the very simple reason that their actions cost them NOTHING. They appeal and the plaintiff incurs more legal fees, these fees are ordered paid by the PSP...and they appeal again....and the never ending circle jerk continues.....because the criminals in the PSP NEVER suffer any personal consequences. And when they run out of appeals and end up paying five or ten times
the original award they do not care. Because it is as usual the TAXPAYER who ends up
paying the award. Till publicly employed criminals start being held PERSONALLY accountable both criminally and civilly this insanity will NEVER end.
