So, now instead of delaying your license renewal beyond the old license's expiration date, the bureaucrats will have to delay it for 60 days past the expiration date in order to make the gun owner a criminal.

Why the '60 days' language?
Why not simply say 'if the application is timely, the old FOID remains valid until such time as the renewal application is approved or denied'?
Or, more to the point, why do FOID cards expire in the first place?
Even more to the point, why do you need an FOID to exercise a basic civil right?
