As I read the text, I think the author is Herschel.
I, for one, would like to start a police reform movement that strips them of their "qualified immunity", forces them to purchase liability insurance (just like doctors, plumbers, carpenters, you know, pretty much everyone else) and makes them personally responsible for their actions. Too many high dollar payouts, no more insurance, no more being a cop, anywhere, ever. I would also demand independent investigations on police misconduct, assault, murder, rape etc. This, "we have investigated ourselves and determined we did nothing wrong" has got to end.
But, where to begin? I am sure these proposals would be fought tooth and nail by the police, the police unions all the DA offices, pretty anyone with skin in the game.
