We're the Only Ones Conversant Enough

F.C. Police Chief Mary Gavin told the Council it will be very useful to enable Falls Church Police to “have conversations” with citizens whose shotguns or rifles may be suspected of being loaded and of “separating the citizen from a weapon” for examination purposes. [More]
This must be that "conversation on guns" the antis keep clamoring for.

According to Col. Jeff Cooper’s First Rule, all guns are always loaded. https://www.americanrifleman.org/articles/2011/5/18/jeff-cooper-father-of-modern-pistol-shooting/ So, under this law one carrying a firearm could reasonably be stopped and frisked, repeatedly, unless they were under direct and continuous observation by a law enforcement officer.
