I think this is the same man. From Wikipedia:
Tom Nichols (born 1960) is an academic, author, international specialist, and policy advisor. Nichols is a professor at the U.S. Naval War College and at the Harvard Extension School. So we're dealing with a real Dumbo here. Just the association with USA Today and WaPo is enough to disqualify him, in my opinion.
