You mean the Rand Corp that told us the Russians were 26 foot tall in the 80s and would sweep NATO to the channel in five days? Or was it the Rand Corp that told us Saddam Hussain's vaunted legions would inflict massive losses on any US offensive, not once but twice?
I myself prefer Rand's prescription for victory in Vietnam through measured use of force instead of using a sledge hammer.
I do value consistency and Rand is so consistent it is only outranked by State, the FBI and CIA in its effectiveness and accuracy.
