I don't know what to tell you. I have raised this issue before with them when this has been brought to my attention but it appears only a handful of people are experiencing access failures. I have no problem getting there on three different devices irrespective of browser, so it seems like an individual settings issue more than anything, especially since I'm getting feedback on FB and Twitter from plenty of people who have read it.
If anybody knows what this "Forbidden" and "ID" code mean, please advise. It's not a "403," so I don't know if this will help or not:

Perhaps anonymous is behind some “nanny filter” that doesn’t allow access to firearms-related websites. This can often happen at venues like libraries, workplaces, campgrounds, or other “small-group-service” networks. If he can access other firearms-related websites, or sites like “pornhub,” then that’s not it.
But in fact the format of this message does follow the 403 convention, so it seens to be a 403 arising from somewhere (though possibly not the site itself).
403 indicates that the server has determined that you are not allowed access to the thing you've requested, either on purpose or due to a misconfiguration . It's probably because the site owner has limited access to it and you don't have permission to view it. The vast majority of the time, there's not much you can do to fix things on your (*client) end. There are three common causes for 403 Forbidden error (server side) . Here they are listed from most likely to least likely:
An empty website directory
No index page
Permission / Ownership error
