People have been suggesting for years that sleeper cell members were quietly being infiltrated in just such a fashion.
Reminds me of something:
In his 1994 novel, "Debt of Honor", Tom Clancy wrote of a distraught JAL pilot diving his 747 into the Capitol building during the State of the Union speech and decapitating the US Government. Only 9 years later the (real) US Government said they never imagined anyone using an airliner as a guided missile.
