Yes, but it says nothing about the NUMBER of infected and dead. He’s plotting rates — the PATTERN of infection. He’s saying the epidemic lasts a set number of weeks, and follows the same curve. He doesn’t say how HIGH the top of the curve is, only its shape.
At least that’s assuming the article is accurate. The original paper is in Hebrew, and Google Translate just site and spins on it, so good luck with that.
Quarantining wouldn’t change the "course" of the infection as much as it would change the number of people infected.
