Good for them.  But before I jump on the "Yay, community heroes!" bandwagon, what kind of DISCRETION, DISCRETION, DISCRETION do they have when an edict they're enforcing runs afoul of "shall not be infringed"?

Not to mention that the Police Officers' Union won't be the folks ultimately issuing orders here. They can afford to talk big, their jobs aren't at the mercy of Hidalgo's clique.
