Well, it sounds as if it is time to repeal those old emergency powers laws, in Michigan as well as elsewhere. They were designed to be wielded by a Governor who saw himself/herself to be the servant of the People, not an absolute monarch.

It’s an abuse. EO were intended for the Executive to make changes within the Executive Branch, not to issue dictates/Law
This includes any POTUS as well
