Okay. Now it all makes sense.
I got my weekly Gun Owners of California e-mail today with a link to an article about Alex Villanueva wanting to increase CCW permits in L.A. county by 400%. Now I realize the dick (pardon the pun) was just pandering, trying to evoke sympathy to protect his budget.

BTW, after doing the math, I realized his increase of 400% would mean about 1600 people would be 'allowed' 'permits'; in a county of over 10 million people!
