Very simple -- they want to be able to throw you out but put the blame on the government -- and not lose business to more flexible retailers who would let you shop unmasked.
Same way the restaurant association here begged our state government to make carry in restaurants illegal. THey wanted to discriminate. but not have to take the heat or suffer the competition.
