OK, now I get it.

Our rulers would not take directly from our pockets to fill other identifiable individual pockets.

Instead, our rulers would take from our pockets to fill the pockets of very well connected developers and contractors and consultants and NGOs which will promptly route some significant amount of said tribute right back to our rulers.

Outstanding, no problem at all.

This is a transparent end run around "hell, no, we won't bail out blue cities for encouraging blue riots.'

I live in Buncombe County which is where Asheville is located. I'm just glad I'm outside the city limits.

Would they be willing to set up some "end game" parameters that, upon being reached, would "sunset" the program? Or is this to be another "till hell freezes over" Federal mandate like Affirmative Action?
