So then, not the guns. Try regulating the Parks Department?
He might well be respecting some unspecified "second amendment" but it sure as hell ain't this one:
“A well-regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”
Otherwise, he wouldn't be proposing yet another infringement of that which "shall not be infringed".
