With all the outrage against this from rabid antis, am I wrong in thinking a lot can happen between now and September 1?

A good question David; we've not toasted a good result just yet.
As 'mass' shootings hit the news day after day, and as the TX Gov's. emergency declaration powers were not trimmed during the session there may be be some live rabbits in hats timing the next move.
