A FOIA request can be made for any agency record. You can also specify the format in which you wish to receive the records. You should be aware that the FOIA does not require agencies to do research for you, to analyze data, to answer written questions, or to create records in response to a request.

Well then, if the entity involved does not need to answer written questions, what's the point of 'FOIA'?
Maybe a little waterboarding will get some answers.
The point of the FOIA is to request records. The rules are clear and those making requests -- as well as those reporting on this -- should have known that.
