And then there's this:

Philly plans to start giving out millions in anti-violence funds next month - “There’s an urgency to get money out the door,” one official said as the city moves to give $22 million in grants to community groups.

Darrell here dropped out of community college, has been at the public trough all his life, and doesn't have a clue as to how to actually earn $22M, but that's OK. He doesn't have to know, does he?
