That seems different from the way states like mine handle PROVISIONAL ballots, which then go to the Board of Elections for bipartisan resolution. Here, if a precinct election official knows someone can't vote they can issue a challenge, which I always envisioned would include slapping them in the face with a glove.
It's not clear to me if that's what is happening here or not.

If a 'voter' cannot demonstrate with ID, presence on the voter roll, or with any other proof of eligibility but insists he is really eligible to vote we provide a provisional ballot.
Fact is, most provisional ballots are rejected on review by the ballot board.
Now if some prospective voter tells me that he just got off the boat from Ireland, is not a citizen, or just moved in from California and wants to register and then vote, I will briefly explain that it ain't gonna' happen and refer him to the poll's presiding judge.
Much ado about...nothing.
