UPDATE-- That and there are mitigating circumstances:During his arraignment Tuesday, attorney Rob Eggert entered a not guilty plea on Brown's behalf, requested a bond decrease and urged the court to recognize Brown's mental state.
It's just his neurosis that oughta be coibed.

Of course it was!
And before that it was Bush the Younger's fault.
Before that it was Bush the Elder's fault.
And before him it was Reagan's fault.
In fact, I think you'd have to go all the way back to JFK or maybe Truman before you would find a Democrat who would man up and accept responsibility for what happened on their watch.
But that was a different time, with very very different Democrats.
