Karl Frisch: Talk about a guy who evokes a Machiavelli quote. One might wonder if he heard gunfire outside his office, people ran by his door screaming, and footsteps were getting closer, just what he'd be prepared to do about it. Especially since it doesn't look like his @$$ would fit under the desk...

He does want those with badges to carry and protect him, because he doesn't want to do it himself.
Any chance the shooter would mistake him for a car?
I think Frisch might be mistaken for a cow, but never a bull. In the immortal words of Sgt. Foley (played by Lou Gossett, Jr.), "I don't see no horns on you" - so Frisch could also be something else.
