BREAKING: CCRKBA pulls support for Manchin-Toomey

CCRKBA PULLS SUPPORT OF MANCHIN-TOOMEY ALTERNATIVE OVER RIGHTS RESTORATION

For Immediate Release: ​​
BELLEVUE, WA – The Citizens Committee for the Right to Keep and Bear Arms has withdrawn its support for the Manchin-Toomey alternative background check measure because a key amendment for restoration of firearms rights is not being considered.

“Our support for this measure was contingent on several key provisions, the cornerstone of which was a rights restoration provision that is not on the schedule for consideration,” said a frustrated CCRKBA Chairman Alan Gottlieb. “This is not a reflection against Senators Joe Manchin or Pat Toomey, who are staunch Second Amendment advocates, and I want to thank them for all of their efforts to include as many protections for our gun rights as possible.

“But it appears the Democratic leadership in the Senate was opposed to letting this important consideration come up for a vote,” he said. “We told everyone including a number of senators, that while there are many pro-gun rights provisions added to the main body of the bill, our support was contingent on this additional amendment coming to the floor. When we say something, we mean it.”

Rights restoration has been withheld from American citizens for more than two decades, ever since Sen. Charles Schumer – when he was still in the House of Representatives – successfully strong-armed a provision to withdraw funding for rights restoration investigations by the Bureau of Alcohol, Tobacco, Firearms and Explosives.

“Senators Manchin and Toomey are not to blame for this,” Gottlieb stated, “as they have been negotiating in good faith throughout this process. But Schumer and other anti-gun Democrats are continuing their campaign of demagoguery in order to permanently disqualify as many Americans as possible from being able to exercise their fundamental rights under the Second Amendment.

“If the Manchin-Toomey alternative now goes down to defeat,” he continued, “Democrats in the Senate, led by Harry Reid, have only themselves to blame. While the Manchin-Toomey alternative has a significant number of gains for gun owners, it will not include this key provision, upon which our support was dependent.

“We cannot, in clear conscience, continue to support a measure that will not include this critical relief component,” Gottlieb concluded. “If Democrats like Schumer thought we could be flim flammed on this, they were wrong.”

Battle Raging

Battle Raging on Capitol Hill with regard to Concealed Carry

If you have ever questioned whether your emails and phone calls make a difference, then stop wondering.

Your activism on the concealed carry bills in the U.S. Senate is doing a bang-up job!

Gun Owners of America has been working with the sponsors of the soon-to-be-introduced Thune-Vitter reciprocity bill, and we can report that there are at least 15 cosponsors on the bill!

By contrast, the Begich-Manchin Democrat compromise bill (S. 2188) has only one additional cosponsor.

Senators John Thune (R-SD) and David Vitter (R-LA) plan to introduce their bill early next week -- and thus, their bill won’t receive a number until then.

But we need a whole new round of emails to get even more original cosponsors on their bill. Again, the Thune-Vitter legislation will not only allow permit holders to carry out-of-state, but NON-PERMIT HOLDERS from constitutional carry states, as well.

Sadly, we have been receiving emails from our grassroots activists showing that the NRA is taking aim at our position on these two bills.

Hence, we would like to make the following points in order to prevent any confusion.

1. NRA POSITION: “There is no Thune-Vitter bill because one hasn’t been introduced. Therefore, it is impossible to ‘support the Thune-Vitter bill rather than the Democrat-sponsored S. 2188.’”

GOA RESPONSE: As stated above, Senators Thune and Vitter are currently gaining cosponsors before the actual introduction of their bill. This is a common practice that legislators use in order to make a “big splash” with a large number of original cosponsors. For anyone who works on Capitol Hill to claim ignorance of this process is, quite honestly, laughable.

2. NRA POSITION: The Begich-Manchin bill “does not undermine or abandon permitless carry. Groups suggesting this are simply lying or incapable of reading the bill. Residents of Vermont, or any other ‘Constitutional Carry’ state, who wish to carry out of state could simply obtain a nonresident permit (just as they do now) and enjoy the benefits of S. 2188.”

GOA RESPONSE: Subsection (c)(2)(B) of S. 2188 requires that anyone benefiting from carry reciprocity possess “a valid license or permit that ... permits the individual to carry a concealed firearm.”

In other words, S. 2188 fails to protect NON-PERMIT HOLDERS in constitutional carry states -- and these gun owners represent the MAJORITY of law-abiding citizens who can carry.

There are currently five states where citizens can carry without the government’s permission: Vermont, Alaska, Arizona, Wyoming, and most of Montana. And the South Dakota Governor currently has a bill sitting on his desk to enable citizens to carry guns without prior government permission.

In addition to all of this, there are eleven states which are seriously considering “constitutional carry” legislation: Colorado, Iowa, Georgia, Kentucky, Maine, New Hampshire, Ohio, Oklahoma, Rhode Island, South Carolina and Virginia.

Many more states will move in this direction after the beginning of the year.

But what if the federal government holds up an enormous “carrot” for pro-gun activists to obtain permits, irrespective of whether their states require it? The answer is that the incentive for these activists to push for “constitutional carry” will vanish.

S. 2188 will snub non-permit holders in “constitutional carry” states, while the Thune-Vitter bill will grant reciprocity to them.

Unless one thinks that New York’s crime problems result from “vicious killers” from Vermont, Alaska and the other constitutional carry states, then there shouldn’t be a problem enabling average citizens to carry concealed without permits. After all, criminals don’t line up for carry licenses.

3. NRA POSITION: “S. 2188 would not ... impose national standards.”

GOA RESPONSE: Well, GOA never said it did. And thankfully, this is an issue where GOA can claim victory, as previous reciprocity bills over the past several years have included such “national standards.” But this is just another example of how your activism makes a real difference!

Both Begich and Manchin HAVE YET TO CAST A PRO-GUN VOTE during this Congress. (You can check this out by viewing their voting records on the GOA website.) So why would we trust them to do the right thing on gun legislation? Is this just an attempt to reelect Democrats and keep Harry Reid in power?

ACTION: Please click here to urge your U.S. Senators to cosponsor the Thune-Vitter bill over the Begich-Manchin bill.

Don't Even Think About It

Later that month, Manchin went on “Morning Joe” — the one show on MSNBC that Trump has been known to watch — to discuss, on the occasion of the fourth anniversary of the Newtown school massacre, the need to expand background checks on gun purchases. Within an hour after Manchin was offscreen, his cellphone rang. It was Trump. Manchin was not completely forthcoming about the conversation, but he did tell me that he envisioned “a complete opportunity” for new gun-safety legislation. Unlike with Obama, he said, “no one thinks President Trump would do anything that would take away your gun rights.” [More]
Some of us think he'd try, particularly if it were Fairfax-approved.

After Sandy Hook, a coalition of those primarily concerned with industry image advocated a preemptive surrender gesture under the false mantra that "we have to give them something!" and were testing the waters for consensus. I've alluded on occasion to some closed communications I was privy to at the time where a few of us did what we could to warn those hinting at the coward's way out that we would not stand for it.

Consider this a follow-up warning.

Dear Mr. Codrea: 

Thank you for expressing your views on firearms legislation. 

The Second Amendment makes clear that Americans have the right to own guns, and the Supreme Court over time has given meaning to this right. Americans know that with rights come responsibilities. And when our children and families are no longer safe at our schools, in our malls, and in our movie theaters, then we as a country must take action. 

Last year, the Senate considered bipartisan legislation that would have provided a reasonable approach to expanding background checks for gun sales. While individuals who purchase guns from licensed gun dealers are subject to background checks, those who obtain guns from other sources, such as the internet or gun shows, are not. Senators Manchin and Toomey introduced a bipartisan proposal that would have required background checks for all gun sales in commercial settings. Such a change would help ensure that guns stay out of the hands of criminals or the mentally unstable. Approximately 90 percent of all Americans supported this proposal, but it was blocked by a filibuster that required a supermajority for passage. I am disappointed that a minority of the Senate prevented action on this issue. 

Gun control is a complex issue and we must work together to uphold our Constitution while at the same time ensuring that our communities are safe. Should the Senate consider this issue in the future, I will be sure to keep your views in mind.

I was Wondering Where They Were

Trump warned by NRA over background checks [More]
Good. About time they said something, and they're talking to the right guy.

What's not good, if you read the whole article, is that Republican infringement considerations are based on political calculation with no mention of principle and no concerted effort to educate constituents on why proposed measures are bad.

Fairfax then refusing to comment about "arguments against the bill's merits" does not help with that.

And any Republicans listening to Manchin about "standing tall," like he has their best interests in mind, makes you wonder just how dumb some of them are.
