Defending yourself and your property is "taking the law into your own hands"?
We want citizens to be good Eloi.
Congratulations, Holmgren, you've left me with nothing to add.

The most common response is that of the nearby business owner: "..If we have law enforcement, should (businesses) have guns? I don't think so. They're inviting trouble." Which is a perfectly reasonable response, assuming police can materialize at the beginning of every threat and defend you reliably. Cops in my town might be the exception, but they tend to show up after the fact and are of little use, save for harassing.
To HELL with being an Eloi!
Let me understand this:
An armed hoodlum goes into this man's place of business, points a gun at him, announces a robbery, and the robbery victim is taking the law into his own hands when he defends himself??
What the f***???
Isn't the best possible description "That's him, laying over there near the doorway."?
No possibility of confusion, they can take his fingerprints all they want, check his DNA, everything. Well, except, perhaps, interrogation. The perp may or may not be telling any tales anymore.
"We want citizens to be good witnesses, to be good report-takers and to identify suspects."
But that's only if they don't decide to eliminate the witnesses.
