Chicago schools, police officials unveil plans to curb student violence
Increased security, text messaging service are among initiatives
Text messaging. Nothing like attacking a problem at its root.

And you just knew, coming from gun-free schools in gun-free Chicago, that it would all boil down to this:

"[E]asy availability of guns in our society is staggering."
Forget it Jake, it's Chi-Town.

I have to wonder though, if a student does text the paid snitch line, will it show up on their called numbers display, outing and endangering them if someone takes their phone?

Well the outgoing complete text message will remain on the phone unless they delete it - ohh and then when the charges are filed I'm sure the state won't care enough to hide the number of the person who sent the call. It's amazing why people snitch: the state can't protect them, it doesn't even care to, and then they are typically part of the same social group and neighborhood as the target of the snitching so they are where it's most convenient for the target to get revenge! At least a rival gang could provide some protection.
