If you are working for the government and doing its bidding, you are not "private".

And society has a zero tolerance policy against sexual assault, yet it still happens.
So, let me get this right. A private company runs a prison for the state, and cost-effectively rapes the inmates? I would be willing to bet the rape rate in the civilian community nearest the prison is lower. The penalty for rape is death. End of story.
