They fired 40 rounds into a car and didn't kill either suspect. Sounds to me like instead of desk duty, they should be sent to the range for some practice. Plus a class on opening fire when there is a crowd of civilians around.
All of the instructors I know teach everyone that every bullet that leaves that barrel has a lawyer attached to it.
I think cops should be forced to carry revolvers just as in the old days. These cops are proof they can't be trusted with standard capacity mags. From the description, it sounds like the range on qualifying day. NC LEOs only have to fire 50 rds to qualify - and an additional 40 for night ops.
Don't send them to the range! The last thing we need is for these trigger-happy government thugs is to be more accurate!
And what the hell precipitated the "need" for shooting everything in sight?
