Call me cynical if you must, but I don't think it is a failure. I think it is working exactly as intended.

First you must disarm your victims to harm them without risk to yourself. If you can get thugs to do it for you, you even get to put in place more restrictions, until you prey is totally helpless. If the thugs get too much of what you had your eye on, you may kill them because no one will defend the thugs that have been preying on them. Ergo, by enabling thugs and disabling those you wish to enslave or kill you are minimizing your risk and maximizing your legitimacy by appearing to do all you can to "stop the violence".

So, no, I can't agree that what is happening is a failure of the Gun Act. It is a failure of the stated purpose, but that was fantasy, never the actual purpose.
