It isn't just Bill Lockyer. The 9th Circuit Court of Appeals (seated in San Francisco) has denied the right to arms to about 20% of the American population, thus backing Lockyer's position.

Piece of cake. We'll take the "criminal" part, just like the gentlemen who were standing on the west side of the line at a place called "Lexington."
