A BAG of drugs being used in the training of police sniffer dogs has gone missing.The bag of drugs has gone missing? All by its own self? Is that anything like the gun went off?

Went missing as in went up several officers noses,as in was sold to known junkies at profit(100%)for the exchange for information/alibi/protection/(of course the ends justify the means) as into officers kids veins to hide their ongoing addiction,as in used for a plant to "get" someone the police don't like but don't have a legitimate charge for YET,as in to pay off some crooked politician to either keep his mouth shut,or open it,or any other of a thousand schemes to help hurtle this once honest nation a little bit further down the tracks to total destruction. Have I left anything out?
