But, but...what if he had shot and missed the suspect and wounded or even killed an employee or another patron? The suspect only had a screwdriver. The presence of a gun only complicated the situation and endangered the lives of those present.

Hey, at least he had his permission slip .... er, I mean his "valid" permit (as opposed to "invalid"). Everyone should grovel and thank the (permit) issuing authority ... not Mr. Sherlock.
