Baltimore, and most of Maryland, and most points north, is theirs, thanks to the remoteness of the possibility of being erased by an armed response to such arrogant, casual felonies. They call it "gettin' a lick," and it's what they do instead of having jobs and studying.
The victim sounds like someone who wouldn't own a gun because it would "look bad" to his charity co-volunteers. You can't love people and help them and be prepared to shoot them.
How many stories have we read about the good-hearted homeowner who hires a disadvantaged person for odd jobs and winds up very dead?
The victim dealt with the young thug the same way you deal with a mean dog. The similarities are real. Either will bite for no reason, and will turn on you immediately after you feed them.

I do believe it happened but we are not seeing the real world today and this is what we get for doing so.

Curl and unusual? No way! This is the way criminals were handled for many years and the crime rates were very low. Than parasites started using criminals and the revolving doors of the criminal justice system to feed off of decent working folks in America. We the hard working Americans in the private sector are victims of crime by not only criminals but by the criminal justice system for breeding a parasitic system that has caused the deaths and injury of hundreds of thousands of decent American people.
The criminals have been allowed to run wild and cause death and destruction so government parasites can stand on the shoulders of decent Americans to keep their heads out of the water.
