Cop booked in rape of 13-year-old was investigated twice for raping young girls, but remained on the job

Well since it's New Orleans, it must be one of those extremely rare bad apple cases...why sure, officer--as long as it's you, I see no problem in surrendering my guns...

But I still haven't received an answer to the question I usually pose when "Only Ones" cases like this come up...
