For 62 hours, beginning 9.20 pm on November 26, 2008, Indian security forces, including the Mumbai police and the National Security Guard, fired 36,000 bullets to combat the 10 Lashkar-e-Taiba men. [More]Meanwhile, the people being directly attacked, the ones who would know damn well who to shoot at and have targets in sight, were forbidden by law to have the means to defend themselves--and were reliant on the gang that couldn't shoot straight, that is, the "Only Ones," to save them.
Which could explain the results...
And which is just the way the IACP wants things here.

A few items from the "story":
"On the other hand, the terrorists were carrying just 10,500 rounds during the siege. However, they racked up a toll of 166 dead and 300 injured.
A panchnama report has indicated that most of them were on target because they used automatic weapons like the AK-47 rifle."
Simply incorrect. An AK-47 is not a particularly accurate weapon. It is designed to be easily used in the field (including easy cleaning). To make it so easy to use and reliable, the tolerances between parts were loosened to alleviate jamming and other issues. This come at a price, however - increased parts tolerance inevitably causes accuracy to decline since the various parts tend to slop around a bit.
Secondly, firing in automatic mode as opposed to single shot semi-automatic mode decreases accuracy.
The terrorists were more effective because they were more disciplined shooters - not because of any weapons superiority alleged by the reporter.
"Investigators also found that all shots were aimed between the groin and chest, increasing fatalities."
No $h!t sherlock! Where are the vital organs located in your body? Unless you're secretly from another planet, I'm guessing that most of your vitals are located between the groin and the chest! In addition, since this is the largest concentration of body mass on a typical human (again, unless you are secretly an alien), it makes sense to target this area if your intent is to kill or even severely wound your adversary.
What passes for reporting these days is appalling!
