The Fort Hood massacre resulted from the military ALREADY not trusting its own people with guns on base. Major Hassan didn't care about the regs or the laws against mass murder. What is Gates trying to accomplish here, besides social engineering and conditioning? Military members are already short on freedom of speech and association and a lot more.

In 1981, the Army sent my platoon out to look for elements of the Beider Meinhof terrorists, with unloaded rifles, in the nearby forest. No joke. Doubt if they'll authorize the grunts self-defence guns, since they spend so much time on rules of engagement, making sure nobody pulls a trigger, ever.
