Are they starting to catch on that concentrating poverty in one area was The Plan? That crime and violence are NECESSARY to justify a fascist state? Once the cycle is started, it gains speed and expands like a hurricane over warm ocean water. Hopeless kids can't be taught in school, and give birth to more hopeless kids. Cities are cutting back mass transit service, so it's hard to GET TO a job if you are willing to take one. A study says most low-level drug dealers make what amounts to minimum wage. BUT it's tax-free.
A setup from the get-go.
My parents started out in a four-room bungalow in a seedy part of the city. Not four bedrooms, four ROOMS, counting the bathroom. There were jobs they could walk to in those days, and they did. Neither was a high school graduate, but they found a way.
That was the early '60s. We've seen what government has done to cities since. Downtown = ghost town, except for City Hall.

He's right, it would be better for the police to recruit from a pool that already has experience in less dangerous gangs.

Not better for anyone else, though...
