It is unlawful for any person to discharge firearms of any kind or description;Oh, yeah, here it is:
provided, however, that this shall not apply to police officers or other persons licensed to carry firearms, in the discharge of their duties...Was he discharging his duties--or just his gun?

The Idaho State Journal (ISJ) reports that the sheriff was at home in Arimo, a small rural town south of Pocatello. It's not likely that Arimo has the same ordinance as Pocatello regarding discharge of firearms.
The real story, not reported online, is that the sheriff apparently admits to a felony. As reported in the ISJ, quoting the sheriff: '"My cousin from California came up, had a present for me. It was a brand new gun, a Smith and Wesson .40 caliber" Nielson said.'
His cousin from California delivers a handgun to the sheriff in Idaho. It doesn't matter if it's a gift. If the transfer happened in Idaho without being transferred though an FFL, both the sheriff and his cousin broke the law.
