How Dry I Am

[M]ost of the businesses downtown are gone, most of the people have left as well, in fact, less than 3000 people remain. [More]
2,831 per the 2010 Census.

So why was saving a dilapidated ghost town such a priority?

Cairo IL is an armpit of a town. I used to have to visit for work once a week. The best thing that could have happened would have been for this place to wash into the river. The town has been experiencing a rash of arsons, destroying what little of the town hasn't fallen in on it's self. The Federal courthouse has bullet holes in the facade, souvenirs from riots in years past.

They destroyed prime farmland to save liquor stores and pawnshops.

Your not the only one asking that question, the problem is someone should have asked that before the the levies were blown.

Why save Cairo, I say "follow the money". always works.

Cairo doesn't have any money. It is so poor that even Jesse Jackson's Rainbow office sits empty and deserted. I really doubt that the residents of Cairo even appear as a blip on Obama's radar. They are as far from Chicago as you can get and still be in Illinois, both culturally and physically. This plan to flood Missouri was put in place 80 years ago (give or take) and once a government agency makes a plan, it does not get changed.

"Follow the Money" has as it's corollary "Follow the Power"...
Is this likely to sustain or disrupt the demographics of any predictably partisan electoral districts in Illinois or Missouri?

The intent is to damage the food supply. They brought in the Gray Wolf into three states with many Patriots: ID, WY and MT. This was done to destroy the game a natural food source. Next they cut off the water to farmland in CA that produces half of all the nuts, fruits and vegetables over some stupid and meaningless one inch long minnow.
Starving people are much simpler to control when the mess hits the fan. Keep an eye on the attacks on food production with the FDA and EPA being the SS agency.
