Just got a reply from my congressman, John Shimkus. Here's the first paragraph:

Thank you for contacting me with regard to wasteful spending on Project Gunrunner. There is no question America's future absolutely depends on our ability to change the course of our deficits and debt.

The whole thing is about "wasteful spending" and the debt. Major issues, but not really the point here. I guess he saw that the request in the letter was to defund the operation, and he never read past that.

Shimkus has a decent (although hardly distinguished) voting record on guns, but his attention to detail is less than impressive.
