Seems to me unleashing this frothing headcase on the public for eight years and not observing he was unfit should make every one of the Canton PD's deployments suspect. For public safety, maybe they'd all better be pulled back until a through professional assessment of suitability for service can be made.

Why isn't this man being prosecuted? Would you or I be prosecuted if we threatened death or grave bodily harm to someone?
Even if his appeal fails, this asshat will probably pop up on some other police force shortly. Probably a small town. His undiagnosed PTSD is a bullshit excuse for bad behavior not only on this stop, but on others as well. This fool is a lawsuit waiting to happen.
